The Special Rapporteur visited the Philippines from February 12 to 21, 2007 and travelled to Manila, Baguio and Davao. During the visit, he met with virtually all of the relevant senior officials of Government and with numerous members of the Armed Forces of the Philippines and of the Philippines National Police in Baguio and Davao as well as Manila. He spoke with members of a large number of civil society organizations with diverse views, interviewed witnesses to 57 incidents involving 96 extrajudicial executions, and also received files regarding a total of 271 extrajudicial executions.
